Planning Board continues two major hearings, approves annual reports

Stow Planning Board delays decisions on two site plans over incomplete applications and legal questions. In the hammerhead lot hearing at 70 Walcott Street, applicant Bruce Ringwall agreed to address turnout sizing, erosion control, and other issues before the March 3 continuation; members tentatively backed waivers for landscaping and floor plans but deferred on parking and fire protection. For the proposed auto service shop at 124 Great Road, applicant Saeid Borghani faced sustained questioning over traffic flow clarity, retaining wall height (9 feet at rear), signage design resembling Dunkin' Donuts, and specificity of services offered; Town Counsel Robin Stein advised certain waivers may require Zoning Board of Appeals approval rather than Planning Board action.
The Board prohibited further site clearing and directed the applicant to submit complete, consistent documentation with peer-reviewer responses in writing before the March 17 hearing. Members also unanimously approved 2025 annual reports and noted that an economic feasibility analysis found a 20 percent affordability requirement feasible for a proposed multifamily overlay district.
