Nashoba panel reviews $253,895 Chapter 70 shift
School Committee · Meeting of September 23, 2026
STOW — Nashoba Regional School Committee learns a new federal tax credit could bring Massachusetts up to $2.2 billion, but the district has no foundation to claim it. Superintendent Kirk Downing said the program, created under the federal Big Beautiful Bill Act, lets donors claim up to a $1,700 credit starting January 1, 2027, but Massachusetts hasn't opted in and Nashoba lacks a qualifying nonprofit. "This is not a question of whether it will or not, it is happening," Downing said.
Assistant Superintendent Ross Mulcairn presented a recommended $253,895 Chapter 70 budget amendment, offset by an equal E&D reduction, for an October 7 vote; member Scott Powell noted the district still draws $920,000 from reserves, down about $200,000 from last year. The committee voted 9-0-1 to appoint Jeff Tackle, Rory Rizak and Sean Doherty to the Audit Advisory Committee representing Bolton, Lancaster and Stow.
